Job Description: Social Safeguard Officer

Department of Social Services, Sri Lanka

The Department of Social Services is seeking a dedicated and qualified Social Safeguard Officer to ensure that our national development projects and welfare programs strictly adhere to social safeguard policies, minimize adverse community impacts, and promote social inclusion.

Key Responsibilities

  • Formulate, implement, and monitor Social Management Plans (SMPs) and Resettlement Action Plans (RAPs) in line with national regulations and international development standards.

  • Conduct comprehensive social impact assessments (SIAs) to identify potential risks, particularly concerning vulnerable groups, women, children, and persons with disabilities.

  • Establish and manage robust Grievance Redress Mechanisms (GRMs) to efficiently resolve community complaints and project-related disputes.

  • Facilitate public consultations, community awareness programs, and dialogue with local stakeholders to ensure transparency and participatory development.

  • Prepare periodic social compliance and monitoring reports for departmental review and funding agencies.

Qualifications & Experience

  • A Bachelor’s Degree in Sociology, Social Work, Development Studies, or a related social science discipline from a recognized university.

  • Minimum of 3–5 years of professional experience in implementing social safeguards, community development, or social risk management (experience with internationally funded projects like World Bank/ADB is highly desirable).

  • Excellent communication, negotiation, and report-writing skills in Sinhala/Tamil and English.
